Context of the Role

  • County Durham & Darlington Fire & Rescue Service works towards protecting life and property and providing a quality fire safety service.
  • The Command and Control Centre forms part of the service delivery division and comprises of twenty-six members of staff. It is responsible for handling all emergency calls, determining correct resources, mobilising and providing all back-up assistance. In addition it is responsible for maintaining operational cover to ensure fire appliances are always strategically deployed to meet the standards of fire cover.
  • The Control Operator is a member of the Service Delivery Implementation Group. They contribute to effective implementation of policies and procedures.
  • The Control Operator operates within a framework provided by the Services business plans, operational policies and procedures. On a day to day basis the postholder is responsible for receiving emergency calls from members of the public and mobilising appliances to incidents.
  • The highest standard of communication and conduct is expected from all staff. Respect for confidentiality is essential.
  • All staff are expected to participate positively in the training and development review process, to undertake relevant training and development activities to improve their work performance, and to contribute to the training and development of others.
  • To promote the policy of equality and fairness, both internally and externally, in order to demonstrate commitment to anti discriminatory practice in all activities.
  • To practice and promote the health and safety policies. To contribute to the development and progression of health and safety within the sphere of responsibility of this role for all employees and service recipients.
  • The areas of responsibility associated with a particular post may be amended from time to time and where possible, consultation will take place prior to the change. It is expected that the postholder will operate flexibly within the role, location of the role and undertake any other tasks and projects, which could reasonably be expected of someone holding this role.

Key Responsibilities and Duties
  1. To handle efficiently all types of emergency calls and mobilising the appropriate appliances promptly.
  2. To handle all routine administrative calls after normal office hours.
  3. To efficiently operate the mobilising system.
  4. To efficiently operate the communication system.
  5. To be able to operate, to varying extents, the Marconi Management Information System (MARMIS) as directed by the Watch Manager.
  6. To assist the Command and Control - Data Integrity/Training Officer as directed by the Watch Manager, in line with current agreements.
  7. To carry out basic data entry, or amendments of addresses in the Command and Control database and all routine duties as listed in control routine, order 1.2.1.
  8. To undertake central progressive or specialised control related training as and when required. Training courses with a view to promotion, i.e. Junior Officer Courses would be on a voluntary basis only.
  9. To serve in the post on any watch or control related post as directed by the Brigade Manager/Chief Executive commensurate with the Contract of Employment
  10. To be able to carry out the duties of the Deputy Watch Manger.
  11. To achieve the National Occupational Standard relevant to a Fire Control Operators role within the probationary period.
