Performance Management

Driving Improvement

Achieving our priorities is key to our success, in order to do this we have established a series of SMART (Specific, Measurable, Accurate, Realistic, Timely) objectives to underpin each priority - these are outlined in our Strategic Plan 2005-10.

Workloads and 'improvement actions' are our route to realising our strategic objectives - our measures will tell us whether or not we have been successful.

Each year we consider all the workload and improvement actions facing our Authority - this year they have emanated in the main from the National Framework document, Comprehensive Performance Assessment and our Integrated Risk Management Plan. Other areas include, for example, new initiatives and legislation.

This year, as is usual, there were too many improvement actions to reasonably undertake in one year. In order to avoid setting ourselves up for failure we prioritised the actions across all levels of the organisation - to be achieved over a three year period - so that they can be resourced appropriately.

News in Brief - March 2007
a fundamental review of operational resources and station locations has been undertaken to ensure that they are aligned to the reduction of risk to the community
a full review of personnel and vehicle accident reporting investigation procedure has been carried out to align it with our new integrated Health and Safety management system
a redeployment policy has been developed
all key lines of enquiry submissions have been made to the Audit Commission in respect of our Direction of Travel judgement
a comprehensive review of the Service's planning systems has resulted in a revised integrated strategic and financial planning cycle
an access to services strategy (taking into account things such as eletronic service delivery and the disability discrimination act) is well underway
the development of a succession plan to include protocol for changing roles from uniformed to non-uniformed is currently underway working in partnership with Cleveland and Northumberland Fire and Rescue Services

    In simple terms - we prioritise workloads and improvement actions to achieve our priorities.

    Details of these improvement actions are outlined in Driving Improvement 2005/06-07/08. The action plan within this document will be used to assess progress and will form part of our regular performance monitoring process with regular reports to the Combined Authority Meetings. It will also be used by our external auditors, the Audit Commission, as a basis for assessing our progress in driving improvement.
