Comprehensive Performance AssessmentWhat is CPA?CPA stands for Comprehensive Performance Assessment. It is devised and run by the Audit Commission -who carried out a CPA on County Durham and Darlington Fire and Rescue Authority during January 2005.What is CPA? The CPA process is the modernisation of the inspection process for Fire and Rescue Authorities throughout England. The objectives of the process are to: - maximise improvement of the Fire Service for citizens; - assess if the Fire Service is being managed effectively; - assess if the Fire Service is providing value for money for tax payers; and - challenge bureaucracy. CPA is: - an independent review of how Elected Members of the Fire Authority, and the Management Team, are running the Service and meeting the needs of the communities they serve; - an analysis of performance to give an indication of the Authority's strengths and weaknesses; and - a method of rating us, and every other Fire Authority in England, to give a baseline for future improvement. CPA is not: X A technical inspection - CPA stays at corporate level; and X It will not tell us what we have to do, that’s up to us. What’s behind it? The ODPMfunded the review. But the Audit Commissionis an autonomous body, working to its own agenda to independently assess and report on performance in support of improved public services. The Audit Commission’s agenda is to provide an objective review. The CPA review team assessed us against the things we are supposed to be doing, whether laid down for us (Statute, the National Framework, Government targets) or self-determined (our local aims and objectives in serving our community, our regional priorities). The process consisted of a self-assessment document, a peer review and a site visit by the Audit Commission CPA Review Team in January 2005.
During August 2005 the CPA Audit Team will provide an outcome of the assessment. The reviewers will have formed a judgement on the Authority’s strengths and weaknesses, good practice and poor practice. There are 4 possible conclusions: · Significant strengths · Strengths outweigh weaknesses · Weaknesses outweigh strengths · Significant weaknesses The Authority will then be labled as: Poor, Weak, Fair, Good or Excellent.
